The Ministry of Education and Training says that primary school students have to carry no more than 9 textbooks to school every day. However, in fact, in order to fulfill their learning duties, students have to bring up to 20 textbooks to school.

HCM   City   authorities have allowed primary schools in the city to hire foreign teachers to teach English from the 2012-13 academic year. The International Baccalaureate Primary Years Programme (PYP) is an educational programme managed by the International Baccalaureate (IB) for students aged 3 to 11. While the programme prepares students for the IB Middle Years Programme, it is not a prerequisite for it.
